OKLAHOMA CITY — Oklahoma ranks No. 2 in the national for overall incarceration and No. 1 in female lockup. Department of Corrections director Joe Allbaugh said the system is on the verge of collapse, operating at 109 percent capacity. "We've been doing that way too long in Oklahoma," he said. "It's time for a different direction. It's time for bold moves, strong actions, and all of them require intestinal fortitude." Read More. |
