Budget cuts impact officers, inmates at Winnebago County Jail |

ROCKFORD, Ill. (WIFR) -- In September, the Winnebago County Board approved $6.8 million in cuts to its budget; $4.3 million of those cuts were to the Sheriff's Department. Those cuts are taking a toll on the department. "They expect us to keep things going. It's slowly chipping away at us," said Senior Corrections Officer Mike Delgado.
