KANKAKEE — A Cook County prisoner being housed at Jerome Combs Detention Center was charged with misdemeanor public indecency on Sept. 7. According to a prosecutor, a corrections officer on her rounds found Ellezer Torres naked and masturbating in his cell. He refused to stop when ordered.
