BURLINGTON, Vt. - At the same time as Vermont's prison population is shrinking, incidents of self harm and suicide are going up. One family is sharing the story in hopes of improving mental health care behind bars. "He was a really good person," said Alisa Lott. The tearful Lott is still grappling with the sudden death of her high school sweetheart and ex-husband."He tried really hard for a long time to get himself better," she said. She says 34-year-old Patrick Fennessey battled drug addiction and bipolar disorder. "He was so happy, loving and fun. And then he would have periods where he just couldn't handle life.
