Description: Duties include but are not limited to:

Provides senior administrative and operational management of CDOC prison programs, Faith and Citizens Unit, Community Outreach and the Education Department; ensures effective and progressive non-profit and community partnerships are developed and maintained and programmatic/educational activities, functions, and services are strategically provided in a timely and cost effective manner aligned with operations and fiscal responsibilities;
Provides command level direction and is responsible for managing and coordinating the daily operations of multiple programs; sets goals, objectives and priorities and engages in effective correctional and business practices to ensure positive and measurable outcomes;
Ensures programs are following individualized management plans and reviews/implements recommendations of changes or modifications as necessary to maintain program viability;
Advancing CDOC organizational goals by providing progressive, enhanced leadership with respect to program analysis, strategic planning, measurable data-driven reporting for agency success.

Design successful metric systems; develops dashboards to ensure effectiveness of programs and monitors overall goals and objectives in order to meet agency vision and mission;
Designs, develops, and applies principles of strategic planning and implements long term strategic goals to support the departmental mission;
Identifies, develops, and approves policies, rules, and guidelines that ensure efficient and cooperative operations in accordance with Department requirements;
Proactively assesses processes and takes necessary action to ensure appropriate delivery of services and programs are being provided to multiple internal and external stakeholders;
Complies with administrative and legislative intent by interpreting legislation and developing new and innovative programs;
Develops forecasts of expenditures and cooperative agreement funds; researches and makes funding recommendations for operational and business needs;
Provide oversight of statutory reporting, develop grant proposals and oversee submissions;
Ensures effective management of cooperative agreements, prepares proposals and amendments, and collects required budgetary data;
Follows fiscal rules, prepares and approves operating budgets, monitors contract services, and cooperative agreement funds;
Supervises the preparation of fiscal budgets for facility operations and programmatic intent; determines, approves, and monitors budget allocations and expenditures;
Serves as appointing authority to all assigned positions and areas of responsibility; appoints staff, defines jobs, and determines work hours by analyzing department needs and staffing patterns;
Supervises, coaches, and mentors staff by developing performance plans, conducting performance reviews, and completing performance evaluations per CDOC regulations; issues corrective and/or disciplinary action when warranted;
Delegates authority to subordinate supervisors regarding workflow, scheduling, and job assignments, as well as daily inspections of buildings, grounds, activities, and operations;
Settles DOC employee complaints by responding to grievances and conducts State Personnel Board Rule 6-10 meetings when considering disciplinary action;
Coordinates efforts through unit supervisors and facility management teams to ensure effective training of staff and compliance with applicable CDOC policies and directives, for daily operational job success and career enhancement;
Performs other job related duties as assigned or required.
