Description: This position serves as Deputy Superintendent for the Larned Juvenile Facility in Larned, Kansas. Incumbent acts as a highly responsible administrator by directing, managing, and supervising the facility's operations. Incumbent may develop, interpret, and implement, operational procedures, operational directives, and facility orders. Incumbent ensures adherence to all departmental policies and procedures relevant to facility operations. Incumbent manages a large workforce, which may include security division, disciplinary hearing officer, programming, business services, medical and mental health services, human resources, and education. Incumbent reports to the Superintendent and is responsible for entire facility operations in the Superintendent's absence.

Typical Responsibilities: • Plans, organizes, coordinates, directs and controls the juvenile facility’s operations and programs to establish operational priorities.

• Coordinates operations within the facility with other elements within the organization to ensure program objectives and standards are established and attained consistent with overall goals.

• Develops institutional procedures in response to changes in statutes, administrative policy and accepted standards.

• Hires, orients and evaluates the performance of subordinate managers and/or staff.

• Maintains an effective line of communication with staff at all levels through reoccurring meetings, briefings and time walking the facility listening to staff concerns.

• Maintains an effective line of communication with youth offenders by touring the institution, listening to their concerns, and responding to their written correspondence and grievances.

• Monitors activities and develops reports regarding key operational practices and/or indicators for potential problems and takes appropriate action.

• Reviews and interprets various reports and data received from Central Office and takes appropriate action.

• Oversees, tests and approves institutional emergency plans and maintenance of emergency response personnel, providing direct management for all critical emergencies such as natural disasters, riots, or hostage situations.

• Ensures programming policies and directives are followed.

• May provide oversight to contracted educational program.

• Ensures disciplinary process is effective and functions within established guidelines.

Special Instructions: Minimum Qualifications: • Education and/or management experience in public or Criminal Justice Administration. • Understanding and experience related to modern correctional practices to include the behaviors and challenges of juvenile populations, security requirements and techniques and practices and principles of institutional programming. • Experience and/or understanding of budgeting, personnel management, management principles and relevant case law. • Ability to effectively communicate and resolve conflicts that arise between internal and external customers. • Demonstrates strong leadership and management skills.

• Bachelor’s degree from an accredited college or university. Four years of full-time professional experience in corrections, criminology, parole, probation, law enforcement, public safety, psychology, social work, business administration, personnel administration, or public administration, of which at least two years must be supervising professional staff in corrections.

Substitutions: Accredited graduate training in any of the above areas may substitute for the required experience, EXCEPT for the corrections supervisory experience, with a maximum substitution of two (2) years.

Must successfully achieve a criminal background investigation to include the State’s sex offender registry.

To be hired, candidates will have a history and background supportive of department mission goals and hiring will be subject to: • Pre-employment drug test • Having a criminal background check to include fingerprints • Having a history of law-abiding behavior • Misdemeanors, illegal drug usage, DUI's, adverse driving convictions and employment history may make you ineligible for employment. • Working in a corrections setting

Non-hiring restrictions are in place for candidates who: • Have been convicted or adjudicated of a felony, whether or not expunged; • Have been convicted or adjudicated, by a court of law or court-martial, of a crime punishable by imprisonment for a term exceeding one year (whether or not that sentence was imposed); • Do not have a high school diploma or GED; • Have been convicted or adjudicated of a class A or B misdemeanor, whether or not expunged. The Appointing Authority may consider the candidate based upon the nature of the offense and the recency of the conviction or adjudication; • Have been convicted as an adult of Driving Under the Influence (or comparable law regarding driving while intoxicated or under the influence of a controlled substance) in the past 24 months; • Have been convicted or adjudicated of a misdemeanor involving drug use or possession in the past 60 months; • Have any criminal charges, indictments or outstanding warrants pending; • Does not have a valid driver’s license or it has been revoked in the past.
