The Cook County Juvenile Temporary Detention Center (JTDC) provides safe and temporary housing for youth with pending legal action in the Cook County Courts.
Cook County is currently looking for a Deputy Executive Director for Programs and Professional Services to work in the JTDC Facility. Under the direction of the Executive Director, the Deputy is responsible for formulating, organizing, and directing the overall support service functions for the facility’s ten (10) operating Centers as well as staff from all ancillary divisions. The Programs and Professional Services Department includes the following support services: Training and Professional Development; Policy Development and Quality Assurance; Gender-Responsive Programs; and Volunteer Services. The Deputy directly manages approximately ten (10) department directors and support staff.
This position is responsible for, but not limited to, the following duties:
• As a major member and contributor on the JTDC Leadership Team, the Deputy plans, organizes, and directs the day-to-day operations of: 1) Training and Professional Development; responsible for providing or providing for mandated and elective training for apx. 600 JTDC employees; 2) Policy Development and Quality Assurance; responsible for development and review of JTDC policy and procedures as well as adherence to state and federal standards; 3) Gender-Responsive Programs and Volunteer Services.
• Serves as the Administrator on Duty (AOD) on a rotating basis, providing 24-hour availability to the facility and assessing appropriate course of action to various situations that may arise.
• On-call and able to report to the facility during non-traditional hours to address emergency situations (maximum response time of 30 minutes).
• Provides direct supervision for approximately ten (10) department directors and support staff; facilitates regular meetings for the Programs and Professional Services Department, schedules and completes individual performance plans and reviews; maintains and enforces disciplinary measures; approves time off; assigns work and provides guidance and training; and establishes annual goals and objectives for the Department.
• Actively participates in the development of the annual budget, long-term strategic planning, and the quality assurance program (may conduct internal audits and develop corrective action plans).
• Oversees and develops strategies related to compliance with various nationally recognized minimum standards of practice, federal, state and local regulations, and various inspections. Ensures compliance with all facility policies and procedures.
• Collects and analyzes the appropriate data to inform the programmatic and operational decision making process.
• Determines staffing needs to achieve program goals and objectives and may have involvement with interviews, background checks, and hiring decisions for potential new hires.
• Ensures that Department Directors complete their personnel related responsibilities.
• In collaboration with the Deputy Executive Director for Resident Daily Life, provides or provides for the professional development of Center staff.
• When assigned, assumes the full responsibility of the JTDC in the absence of the Executive Director.

The Deputy for Programs and Professional Services should meet the following requirements:
Education Level
• A Doctorate in Criminal Justice, Psychology, Social Work, Education, or other related Human Services field AND three (3)+ years of senior-level administrative experience in juvenile detention, corrections, and/or a secure residential facility. OR
• A Masters Degree in Criminal Justice, Psychology, Social Work, Education or other related Human Services field AND five (5)+ years of senior-level administrative experience in juvenile detention, corrections, and/or a secure residential facility. OR
• A Bachelors Degree in Criminal Justice, Psychology, Social Work, Education or other related Human Services field AND seven (7)+ years of senior-level administrative experience in juvenile detention, corrections, and/or a secure residential facility with at least two (2)+ years specifically in training administration.
Knowledge, Skills and Abilities
• Demonstrates an understanding of adolescent development, peer deviance, and causes of juvenile delinquency and violence.
• Demonstrates knowledge of behavior management systems, cognitive behavior interventions, and discipline.
• Possesses comprehensive knowledge of nationally recognized minimum standards of practice as related to training and professional development, policy, quality assurance, and gender and volunteer services.
• Possesses knowledge of transfer of learning, adult learning theory, and Instructional Theory into Practice lesson plan and curriculum development.
• Possesses skills to train “in-house” trainers in basic trainer platform skills.
• Demonstrates experience in improving and reforming conditions of confinement and culture within a secure detention facility through training, programming, and quality assurance techniques.
• Demonstrates ability to lead, motivate, coach, direct, and evaluate staff.
• Demonstrates ability to draft, implement, and evaluate policy and procedures.
• Demonstrates ability to collect and interpret data.
• Demonstrates ability to write comprehensive, detailed, analytical reports to establish compliance with various local, state and federal standards as well as Federal Court Mandates.
• Possesses strong organizational skills and excellent communication skills (written, verbal, and public speaking).
• Demonstrates ability to objectively critique a variety of operations and to exercise good and sound judgment in both routine and emergency situations.
• Demonstrates knowledge of the commitment required to administer a 24/7/365 facility.
• Demonstrates proficiency in computer skills, specifically MS Office Suite (Word, Excel, PowerPoint) for word processing, presentations, and database creation and maintenance.
Selected Candidate Must
• Be a citizen of the United States.
• Be a resident of Cook County and the State of Illinois within 90 days of date of hire.
• Pass a pre-employment drug screen and background check including but not limited to LEADS, CANTS, and professional references.
• Meet additional minimum requirements for eligibility established by the Administrative Office of the Illinois Courts (AOIC).
• Pass required and nationally recognized written examination(s) for direct care and supervisory positions. |
