Description: | DUTIES and RESPONSIBILITIES
Operations Management – Integrates public safety, administration goals, public perception, and community, financial, and legal concerns to manage all aspects of the Montana State Prison as well as contracted services and facilities. Ultimately responsible for multiple unique or diverse aspects of the facility and contracts, including the following: a wide range of inmate security levels, a racially diverse and aging population, juveniles tried as adults, diverse treatment and rehabilitation needs, medical and ADA needs, daily needs, and facility operations and maintenance. Weighs and balances risk of management plans for these unique and diverse aspects to maintain security at all levels of the facility and provide for public safety while also rehabilitating offenders and ensuring they receive the best possible treatment. New Initiatives – designs and manages strategic implementation plans for new initiatives, such as new approaches to DUI and sex offender treatment and management. Legal Issues – manages numerous legal cases for the Department of Corrections and Montana State Prison, including cases stemming from the prison riot and ACLU, ADA and inmate lawsuits. Fulfills rare, but highly scrutinized statutory obligations, including administering all executions performed in the state. Essential Public Services – serves as the state's chief expert on inmates and the prison system. Ensures safety and security of the public and responds to public and media concerns regarding public safety. Functions as the highest-level contact for legislative inquiries regarding the prison system and develops and makes correctional best practice recommendations. MINIMUM QUALIFICATIONS: Five or more years of work experience in administration of security, training/education or rehabilitation programs in a secure facility as well as a degree in Public Administration, Sociology, Criminal Justice, Corrections or a closely related field from an accredited college or university required. Experience should demonstrate extensive knowledge of corrections, management, and budgeting best practices and thorough knowledge of the laws and regulations governing corrections. Knowledge of the legislative process is preferred. Experience may substitute for education on a year-for-year basis. |
