Bachelor's degree in Criminal Justice, Business, Public Administration or related field and three years progressively responsible related experience; or any combination of related training and experience. Master's Degree in related field or Juris Doctorate may be substituted for two years experience. A valid Florida Driver License is required and a Motor Vehicle Record that meets the requirements of Alachua County policy # 6-7; Motor Vehicle Records will be reviewed prior to employment. If in the past 24-month period, the record shows more than 3 moving traffic violations, and/or a conviction/pending charge for driving under the influence, the minimum qualifications are not met for the position. Must satisfactorily complete local, state and national criminal history and fingerprint checks. Must successfully obtain FDLE Criminal justice Information System (CJIS) certification within one month of employment or assignment which requires access to the Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC). Certification must be maintained as a condition of employment; re-certification required every two years. This is a Level One certification. Applicants within six months of meeting the education/experience requirement may be considered for trainee status. Position Summary: This is responsible administrative work developing, implementing and coordinating jail population management strategies, systems, and processes. This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work. An employee assigned to this classification is responsible for researching jail population management strategies and programs; determining best practice methodology and implementing effective and efficient program policies. This employee will develop, implement and coordinate processes to triage in custody inmates and coordinate with the centralized screening team, jail classification and medical staff to identify the most expeditious and safe means of release. Work is performed under direction of a higher level supervisor and is reviewed through reports, conferences and observation of results obtained. Examples of Duties: Exudes a positive customer service focus. Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication. Provides staff support to designated committees and work groups to improve data-driven collaboration and coordination of justice partners and impact on the jail. Oversees the development and implementation of the integrated criminal justice data warehouse; develops RFPs and negotiates contracts as needed. Seeks or develops software applications to streamline data collection and sharing among criminal justice partners and subsequently collects, analyzes, compiles and maintains statistical data and information relative to jail population dynamics and trends. Provides information and/or reports relative to jail population as necessary and/or requested. Coordinates with ITS to ensure necessary network and system specifications and requirements for all new and existing applications. Tracks various categories of inmates to identify systemic problems and proposes policy and/or process changes to resolve them. Coordinates interagency group of stakeholders, establishes priorities, obtains consensus on policy changes needed to facilitate processing of inmates. Serves as Liaison with court, corrections, and other local criminal justice system stakeholders; coordinates subcommittees and work groups; oversees development of reports and makes presentations. Develops and administers program budget. Participates in department staff meetings and development of department goals and policies. KNOWLEDGE, SKILLS AND ABILITIES Considerable knowledge of principles and practices of administration, organization and facilitation of jail population management. Considerable knowledge of the operation of the criminal justice system. Considerable knowledge of data analytics and policy analysis, preferably in the criminal justice field. Knowledge of services and treatment required by offenders and supervision methods used to monitor offenders in the community. Knowledge of the principles, methods, and techniques used in collecting, analyzing and presenting statistical data with working knowledge of SQL and XML. Ability to use computer software utilized in compiling, analyzing and producing statistical reports and dashboards such as Excel, Access, SSRS, Crystal Reports and Tableau. Ability to recognized barriers and inefficiencies that lead to overcrowding and develop process improvements and alternatives to incarceration. Ability to work independently with little direction and exercise broad discretion in resolving issues and working with system stakeholders, including constitutional officers and executives. Ability to oversee the implementation of an integrated criminal justice data warehouse. Ability to coordinate related activities of interagency group of criminal justice system stakeholders (including judges and other constitutional officers). Ability to obtain consensus and establish priorities as to what activities should be undertaken. Ability to plan, schedule, and coordinate work on a variety of projects. Ability to communicate effectively both orally and in writing. Ability to analyze and evaluate program activities and procedures. Ability to coordinate and produce detailed reports and present information to end users in an easily understandable format. Typical business hours are 8:30 am – 5:00 pm Monday through Friday. Travel before or after these hours may occasionally be required. The noise level in the work environment is usually moderate. |
